The budget cuts proposed by the NH House will destroy the foundation we've built to provide for all New Hampshire's citizens. As advocates for New Hampshire’s children, we must stand together NOW with advocates for education, health and wellness, economic security, and safety and well-being. We must tell our state legislators that we cannot afford to balance the budget by mortgaging our children's future.

 

Join us at the rally to make New Hampshire's budget a reflection of New Hampshire’s values.

TRANSPORTATION TO THE RALLY:

The following is information  received on the logistics for the historic Rally to Protect New Hampshire Families at the Statehouse on Thursday.  There is contact information contained to coordinate transportation.  You are encouraged to bring a camera to record the event.
 
 
BUS FROM SEACOAST TO CONCORD ON THURSDAY
 
9:30 am Meet up in Sears parking lot at Fox Run Mall.
10:15 am Bus leaves for Concord

Noon-1 pm "Rally for NH' at State House

2 pm Meet up at designated location (to be determined)
2:30 pm Bus leaves for return to Portsmouth

Here is the info on shuttle pick up locations and parking for the rally on Thursday. Please note that the regional buses into Concord will be for NH Cares partner members, but the shuttles from the designated Park & Rides will be available for rally goers on a first come, first serve basis.

Transport and Logistics

Many agencies have procured their own buses – if you require transport and you are not on the following routes please let me know and I will try to get you in touch with others in your area. We have invested in four buses from around the State and one to shuttle people from the satellite parking in and around Concord to the site. We are attempting to procure other parking, and should we get more, we will let you know.  This is how the transportation plan stands at this point.

ALL BUSES ARE FIRST COME FIRST SERVED. IF PEOPLE CANNOT BE ACCOMMODATED ON THE BUSES WE WILL ENCOURAGE THEM TO CAR POOL AT THE SITE.

Bus 1/Green – 10 am departure — Originates from Region 10/Community Support Services, 8 Commerce Drive, Atkinson, NH 03811 (phone contact Jane Dichard 893-1299) and heads to Manchester for 10:30 pick up at Region 7/Moore Center Services, Inc., 195 McGregor Street, Unit 400, Manchester, NH  03102 (phone contact Paul Boynton 668-5423) — will drop off at State House and then act as shuttle from Clinton Street Park ‘N Ride (Immediately accessible from I-89, Exit 2) from 11:15 to 12 noon — shuttle every 15 minutes

at 1 pm will shuttle (2 times) for 30 minutes to Clinton St and then do final pick up at State House at 1:45 to return to Manchester and then Region 10

Captain Bus1/Green — TBD

Bus 2/Red — 10 am departure — Originates from Region 8/One Sky Community Services, Inc., 755 Banfield Rd., Suite 3, Portsmouth, NH 03801 (phone contact Bob James at 436-6111) and heads to Laconia for 10:45 pick up at Region 3/Lakes Region Community Services at 67 Communication Drive, Laconia, NH 03247 (phone contact Chris Santaniello at 524-8811) — will drop off at State House and then act as shuttle from Clinton Street Park ‘N Ride from 11:30 to 12:30 — shuttle every 15 minutes

at 1 pm will shuttle (2 times) for 30 minutes to Clinton St. and then do final pick up to return to Lakes Region and then Region 8

Captain Bus2/Red — TBD

Bus3/Yellow & Bus 4/Orange — 10:30 am departure for Region 6/Gateways Community Services — Originates from the Exit 8 Nashua Park ‘N Ride conveniently located in Nashua, directly off the FE Everett Turnpike Exit 8, address 3 North Southwood Drive.  Buses will drop off at State House at 11:15 and then serve as shuttles for the Exit 17 Park ‘N Ride from 11:30 to 12:00.  The Exit 17 Park ‘N Ride is conveniently located in Boscawen, on US Route 4, just west of Interstate 93, exit 17.

at 1 pm will shuttle (1 time each) to Exit 17 Park ‘N Ride and then do final pick up at State House to return the Exit * Park ‘N Ride

Captain Bus 3/Yellow — Carole Poulin, cell phone 603-305-5708, will have two pink poster board signs and pink circular stickers (to pass out to passengers for re-boarding)

Captain Bus 4/Orange — Bill Stumpf, cell phone 603-321-3058, will have two orange poster board signs and orange circular stickers (to pass out to passengers for re-boarding)

SHUTTLES

Clinton Street Park ‘N Ride (Immediately accessible from I-89, Exit 2)

EXIT 17 Park ‘N Ride (immediately accessible from I -93, Exit 17).

Shuttles will begin prior to the Rally at 11:15 from both locations and then start up again immediately following the event and shuttle twice to both locations.

Pick ups from this location will begin at 10am and continue every 30 min until 11:30.

Keep the Calls and Letters Coming!

As the NH House of Representatives state budget process comes to a close, it is important to take a step back and look at the budget from the “big picture” perspective. It is likely that there will be many cuts contained within the House budget that will affect the services that many NH CAN Partners provide for children across New Hampshire. This is just the first act of a six act play . There are many decisions yet to be made, and there will be numerous opportunities to affect this budget before it is finalized later this year.

 

It is important for you to know that the calls and e-mail conversations you have had with your representatives have had an impact during this budget process. Since last week’s public hearing, many of the concerns you raised have been addressed by the Finance Committee – Division 3 – in their budget deliberations. The budget process sometimes seems overwhelming, but you are having an impact and we will continue to have an impact upon the remainder of the process.

 

NH CAN often asks you to “call your legislators”. This does not mean that we are expecting every NH CAN Partner to call their legislator on every bill. While this may be optimal, it is not realistic. We are all very busy doing our job day to day and will comment on issues that directly affect our agencies or clients. When we ask you to reach out and you are able to, we are looking for you to call your legislator. You will have the greatest impact when you can say “I live in your district”. Remember the words of Tip O’Neil, “All politics are local”.

 

So remember, you are making a difference, there are many more decisions to be made before the budget is completed so keep those call and e-mails coming.

Many of these proposed cuts will be catastrophic if implemented; if implemented! Remember, this is just the first phase of the budget process. NH CAN has worked hard and has saved several important pieces of the budget - juvenile shelter services and total education adequacy funding, to name a few. We have more work to do and we will continue this work as the budget moves to the Senate. We will not rest until we restore this essential funding.

 

Many of you are monitoring particular pieces of the state budget. NH CAN is keeping current state budget figures available from our website.  The budget show the cuts which have been accepted to date. These accepted cuts can, and do, change frequently. So check back often. Please forward any information you have and we will use it to update the website.

What’s the Difference Between the State Budget and  HB 1 & HB 2?

 

We often talk about the “state budget”, but at other times we discuss House Bill 1 (HB 1) and House Bill 2 (HB 2), so what is the state budget? When we refer to the state budget, we are referring to HB 1 and HB 2. Together, these bills comprise the NH State Budget.

 

HB 1 is the line by line appropriation for each part of state government. These are the dollars that each part of state government will have to operate for the next two years. The budget often requires that changes be made to existing policy, such as increase/decreases to taxes or fees. Under state law, HB 1 can only contain appropriations and cannot contain these needed policy changes.  However, the budget often will not work without these changes. That is the role of HB 2.

 

HB 2, also called the “Trailer Bill” contains all of the policy changes needed to operationalize the state budget. These bills are considered in tandem (although voted on separately) because if either bill fails, the other bill has no purpose: a budget bill without necessary policy changes, doesn’t work; a bill that makes policy changes for the budget, without the budget, has no purpose. These bills cannot stand on their own.
